​Hate speech can be a crime?
Who defines hate speech?
But the government legislates and convicts hate speech, how do we define WHAT IS HATE SPEECH?
At present, many countries cannot enact laws to eliminate Hate speech because this brings another problem, which is that "free speech" is stifled. Therefore, even if victims in many countries are attacked by netizens, they can only be used for criminal convictions.
Article 19 from Universal Declaration of Human Rights (UDHR)states that“Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any networks and regardless of frontiers”.
